Policy
This policy outlines the safety standards, risk-management procedures and operational protocols adopted by Ventotene Summer Camp to ensure the protection, well-being and supervision of all participating students.
Our official island partner, Scuola Vela Ventotene, welcomes approximately 1100 students each year and has operated with consolidated procedures for over 27 years. I
ts proven track record and deep local expertise form a fundamental part of our safety infrastructure.
This policy applies to all staff members, instructors, program leaders, collaborators and operational partners involved in the camp.
Our Policy

entotene Summer Camp operates under a rigorous duty-of-care model aligned with best practices in international educational travel. Safety is the absolute priority and guides the design of every activity, movement and internal procedure.

All staff members are selected through a structured process including interviews, assessment of technical and interpersonal skills and evaluation of suitability to work with adolescents.
Before hiring, each staff member undergoes comprehensive background checks, including identity verification, legally permitted criminal record checks, qualification verification and professional references.
Selected staff complete training covering risk management, child safeguarding, adolescent behavior, emergency procedures, incident reporting, family communication and program-wide operational standards.
In practice, most of our staff have worked with us for many years and possess a deep understanding of the island’s operational context. This continuity is one of the pillars of our safety model.
All supervisory staff hold current First Aid and CPR certifications.
Sailing instructors, including those from Scuola Vela Ventotene, have documented experience in maritime safety, emergency maneuvers and junior group management.
Program leaders have proven decision-making abilities and experience managing adolescent groups in complex environments.Section 4

Supervision is continuous and calibrated to each phase of the program.
On the island, the average staff to student ratio is approximately 1:5, allowing close monitoring, consistent support and effective management of group dynamics.
During travel (flights, buses and ferries) the ratio varies from 1:7 to 1:10. These chaperones are highly trained in youth travel safety, airport procedures and emergency management.
Unlike many international operators, the same chaperones who accompany students on the flight from the United States remain with them for all activities on the island, with the sole exception of on-water sessions led by certified sailing instructors.
This continuity strengthens group cohesion, builds trust, reduces adjustment gaps between travel and arrival, and ensures more personal and effective supervision.During sailing activities, supervision standards are even stricter:
the maximum ratio on collective sailing boats with an instructor is 1:5.
Two-seater boats are used exclusively by students who have already demonstrated adequate sailing competence and are intended for technical skill enhancement.Maritime safety is reinforced by three dedicated motorboats that closely follow all dinghies, monitor the navigation area and intervene when needed.
One of these boats is operated by Rodolfo, a reference figure with more than 45 years of experience in maritime safety. His presence further increases the reliability of the supervision system. -
A comprehensive risk assessment is conducted before the start of the program, including evaluation of island safety, medical infrastructure, weather and sea conditions, emergency transport availability and logistical vulnerabilities.
Activities are approved only if risks are considered reasonably manageable. -
All sailing activities operate within predefined weather limits, with boats subject to daily inspections and certified instructors onboard.
Land-based activities follow controlled-movement protocols, structured group management and clearly defined boundaries.
Unauthorized or high-risk activities are strictly prohibited. -
All accommodations meet standards of structural safety, hygiene, emergency exits and reliable onsite supervision.
Transportation is provided by licensed and insured operators in compliance with safety regulations.
All boats meet maritime safety standards and carry the required safety equipment. -
Rules are communicated clearly on day one.
Prohibited behaviors include alcohol or drug use, unsafe actions, unauthorized departures, sexual activity, misuse of equipment and any form of aggressive behavior.
Violations may result in formal warnings, parent notification or removal from the program. -
Ventotene has a fully operational medical clinic and a rapid response ambulance service, with doctors and nurses available 24 hours a day.
The clinic is able to manage approximately 98 percent of all injuries recorded in recent years.
For diagnoses or treatments not available on the island, students are transferred to Formia, where several specialized hospitals are available. This was required in only 2 percent of injuries over the past 15 years.
All medical situations are documented and managed according to internal procedures. -
The camp has a comprehensive Emergency Action Plan covering severe weather, injuries, illness, behavioral crises, sailing incidents and other unforeseen events.
For moderate injuries or conditions, students are transported to Formia by boat or other suitable means.
For severe cases, immediate helicopter evacuation to Rome is available, providing access to one of the best hospitals in Italy.
In over 27 years of operations, helicopter evacuation has never been required, but staff are trained for this scenario.
The standard procedure includes stabilization, notification of the program director, activation of medical services, assessment of evacuation method and timely communication with parents.
All incidents are recorded for continuous improvement. -
Families receive regular updates throughout the program and are kept consistently informed about their child’s experience and well-being.
In the event of any injury, medical concern or significant incident, parents are contacted immediately by a senior staff member. Communication is never delayed and follows a formal chain of responsibility to ensure accuracy and speed.
If a student requires medical attention, a dedicated communication line is activated, giving parents direct access to a designated staff contact for continuous updates. This ensures transparency, support and the ability to ask questions at any time until the situation is fully resolved.
Our priority is to ensure that families feel supported, informed and closely connected, especially in the rare circumstances when medical attention is required.

Ventotene Summer Camp maintains liability insurance, accident coverage, medical support and evacuation coverage.
Every participant must have a health and travel insurance policy that meets program requirements.
